If you want to go into a community and economize their natural resources, you must,
– Call a meeting with the elders, rulers, etc.
– Ask the people what they want
– Cut a deal with the people so that the community will be on board.It doesn’t appear that Julakay followed this protocol.

Nigeria has tried to boost its rice production by funding farmers and youth to cultivate unused lands. Unfortunately, the planning and execution of the rice program were poor and shortsighted.
