      The Position of the All-African People’s Revolutionary Party (A-APRP) on the 1st of December 2023 attack on the PAIGC and PAI Terra Ranka Coalition of Guinea Bissau

      The All-African People’s Revolutionary Party (A-APRP) and the African Party of Independence of Guinea and Cape Verde (PAIGC) are one!

      When the PAIGC and its PAI Terra Ranka Coalition democratically won the absolute majority on 4 June 2023, we sent our message of congratulations after the official results were published. We also congratulated the inauguration of the PAI Terra Ranka Coalition government and the election of brother and comrade Domingos “DSP” Simões Pereira as the President of the National People’s Assembly (ANP), the second figure in the state of Guinea-Bissau.

      The Cause of Violence and Imprisonment on 30 November – 1 December 2023

      We noted that the Madem G-15 political formation that supported Umaro Sissoko Embalo, the contested incumbent president of the republic, had access to enormous material resources that allowed for the manipulation of the expired National Electoral Council (CNE) and the Electoral Process Technical Support Cabinet (GTAPE). They violated laws in order to distort the voter registration process and the electoral act, while simultaneously preventing the PAIGC from holding its 10th Congress (a repeated offense). This was followed by a violent invasion of the Congress Hall of the PAIGC by armed masked elements which subsequently blocked its PAI Terra Ranka Coalition campaign materials from entering the country. Despite it all, the PAI Terra Ranka Coalition was still supported by the people of the homeland of Amílcar Cabral, giving it a democratic absolute majority.

      A Shock for Neo-colonialists

      The election was also in reality, a “pre-presidential” referendum for Umaro Sissoko Embalo. So when Madem G-15, who supports the incumbent contested president, was only able to get 24% of the vote it caused (and is still causing) profound desperation among its international imperialist sponsors, including the neo-colonial rulers of Senegal and their puppets in Guinea-Bissau. They went into a state of shock and began to conceive of imaginable and unimaginable plots to destabilize and criminalize the PAI Terra Ranka Coalition, especially its known presidential candidate comrade Domingos “DSP” Simões Pereira.

      Armed Plots Against the Supreme Court

      Among other plots, a group of armed masked men surrounded the house of the Supreme Tribunal of Justice (STJ) president, while others invaded the STJ and occupied it for several days and nights until the STJ president resigned under duress.

      Once Again the ECOWAS Did Not Do Anything

      The stated purpose of the ECOWAS Armed Stabilization Mission for Guinea-Bissau is to assist with the stabilization of Guinea-Bissau, but once again it did not do anything.

      The A-APRP vehemently condemns the invasion of the Supreme Tribunal of Justice (STJ) and forced resignation of its president.

      We note that ECOWAS did not condemn the judicial coup. Subsequently, the unconstitutional STJ scrambled to make changes in the magistrate council, regional and sector courts. Political analysts concluded that the objective is to eventually block comrade Domingos “DSP” Simões Pereira as a candidate for next year’s presidential elections, however, in order to do so Embalo and Madem G-15 must have an accusation against him.

      Minister of Economy and Finances Along With the State Secretary of Treasury Kidnapped

      On 30 November 2023 the Minister of Economy and Finances along with the State Secretary of Treasury were summoned for questioning around a routine financial operation and were immediately imprisoned, illegally, by the Public Ministry —without a judicial order. A few hours later a group of armed men dressed in uniforms of the National Guard Rapid Intervention Brigade invaded the prison and kidnapped the Minister of Economy and Finances along with the State Secretary of Treasury. They were not sent by the Minister of Interior or the government of Guinea-Bissau.

      The Presidential Guard attacked the National Guard Rapid Intervention Brigade, which is located only a few meters from the residence of comrade Domingos Simões Pereira, President of the National People’s Assembly (ANP); the second figure in the State of Guinea-Bissau, who at the time was serving as the Interim President of the Republic due to the absence of Embalo, the President of the Republic. Yet, no one informed Domingos Simões Pereira that they would engage in an armed operation.

      Upon hearing the heavy arms, his own security transferred him out of his residence, while the ECOWAS Armed Stabilization Mission for Guinea-Bissau did not do anything.

      The shootings and bombings resulted in the loss of human lives and injuries.

      The A-APRP sends its condolences to the bereaved families.

      Desperate Unfounded Attempt To Accuse Domingos Simões Pereira

      Shortly after the fighting erupted, a post circulated on social media that purported to have been written by Domingos Simões Pereira suggesting that the National Guard’s actions should be supported by the mobilization and participation of our militants, supporters and the population as a concentration of support for democracy. This post was not written by Domingos Simões Pereira.

      The question is —who wrote it?

      Furthermore, who gave the orders for the Presidential Guard to attack the National Guard Headquarters with heavy arms? Why wasn’t the president of the National People’s Assembly (ANP) informed? Who gave orders to the National Guard Rapid Intervention Brigade to invade the prison and kidnap the Minister of Economy and Finances along with the State Secretary of Treasury?

      Domingos Simões Pereira Unilaterally Accused

      On the evening of 2 December, upon his return to Guinea Bissau, while still in the airport, Umaro Sissoko Embalo unilaterally insisted that the occurrence was an “attempted coup d’état” against him and insinuated that Domingos Simões Pereira was the ringleader. He proclaimed that he will install an “Investigative Commission” and punish all those involved. The following day he dressed in army uniform and visited the army barracks and National Guard Headquarters and unilaterally appointed commanders (in violation of the Constitution). He also condemned the Reconciliation Commission recently established by the ANP.

      Recommendation

      We exhort the establishment of an Inquiry Commission to investigate that includes elements appointed by the ANP, Guinea-Bissau government with representatives of the international community appointed by consensus.

      Conclusion

      It’s clear that the neo-colonial agents are desperately preparing more intense destabilization of the ANP government and especially working to impede comrade Domingos Simões Pereira from being a candidate in the upcoming presidential elections.

      We vehemently condemn the jeopardizing insinuations of Umaro Sissoko Embalo that an attempted coup d’état was in course and suggesting who the author was. He should be judicially processed in the proper forum.

      We vehemently condemn the violation of laws and simultaneous abuse by the Public Ministry!

      We vehemently condemn the violent abuse by the Presidential Guard and armed militia. Their responsibility is in the presidency and with the president and not at the National Guard Headquarters.

      We vehemently condemn the armed elements that attacked the National Guard Headquarters. All armed operations are subjective to political orientations.

      We condemn the authors who refused to inform the ANP President of an impending armed operation.

      We demand the immediate release of the Minister of Economy and Finances along with the State Secretary of Treasury.

      The All-African People’s Revolutionary Party will intensify its support of the PAIGC, PAI Terra Ranka Coalition and the heroic people of the homeland of Amílcar Cabral throughout the entire process to consolidate a state of democratic rights with national security.

      We shall use our energies, political relations, material and immaterial resources to guarantee that the democratic will of our people shall prevail and that their instruments of political organization transforms Guinea-Bissau into its total liberation and development.

      We call on all revolutionary Pan-Africanist, anti-imperialist and progressive forces to stand in solidarity with the PAIGC, PAI Terra Ranka Coalition and the heroic people of Guinea Bissau who chose once again the path of progress over the neo-colonialist reactionaries and their foreign counter-revolutionary imperialist backers. We will not let their victory be stolen.

        On Friday morning, Daiana and I woke up to gunshots and heavy artillery. Here’s my understanding…. So basically, the new government (opposition to President Sissocco) appointed its Minister of Finance and Secretary of the Treasury. President Sissocco had his people order them to be detained at the Police Judiciary on charges of malfeasance related to US $10 million. This was viewed as a Presidential abuse of power by the newly elected government. The new administration then used the National Guard to rescue the two ministers, and the President used his forces to recapture them this morning. That was all the gunfire….. Yesterday morning, President Umaro Sissoco Embalo just suspended the recently elected National Popular Assembly (Parliament/Congress) again, cancelling all Ministerial Appointments…. 🤦🏾‍♂️ This is the second time he has done this and we spent all of last year without a government. It appears the President is trying to provoke a coup…. 🤷🏾‍♂️🤦🏾‍♂️🤦🏾‍♂️🤦🏾‍♂️🤦🏾‍♂️ DSP has dismissed the Presidential decree, insisting he will show up to work today. IF he and the rest of the Assembly show up and are blocked by the President’s forces, it could lead to a popular uprising….
