My latest Research is that in terms of likelihood to be create political organizations on a mass scale. Igbo, Kongo, Mande, Nubian/Kemetic…last place Yoruba, Akan. Things such as monarchy vs democracy, immigrant diaspora organizations activity/outreach, population of immigrants ready to assist, potential to earn the highest prestige titles, Akan/Yoruba spirituality/divination organizations being emphasized over vs political structures/kinship structures, complexity of political protocols … factored in.
