The concept of Maat is complex, multi-layered. To understand it, we need to examine it on three levels:
1. On the universal level, the concept of Maat “expresses the harmony of the elements as clearly established, each in its right place.” This is the concept of the ordered Whole, the cosmos.
2. On the political level, the concept of Maat works against injustice. It is in the name of Maat that the pharaoh subjugates rebels and dominates foreign lands.
3. On the individual level, “Maat embraces specific rules for living in concert with moral principles.” Whoever lives according to these rules and principles achieves universal order in his or her own life, in practical terms, and lives in harmony with the ordered Whole. The most accomplished, useful and appropriate human actions are circumscribed in the cosmological order, as symbolized by the way the pharaoh’s name is written inside a circular cartouche, a perfect geometrical shape representing the vitalizing Sun.
