Burkina Faso New Recovery Plan Targets Security, Governance and Economic Goals
Burkina Faso’s government, led by President Captain Ibrahim Traore, has unveiled a new five-year developmental program plan known as the “Recovery Plan”, which will guide the country’s economic and social policies from 2026 to 2030. The new initiative follows the national law requiring the adoption of a new policy framework and goals every five years to outline the key priorities facing the country.
The plan focuses on four main areas: strengthening security, and territorial control; reforming state governance and public finance; investing in human capital through health, education and safety; and expanding infrastructure and economic development to support the local processing of raw materials and goods. The Burkina Faso government authorities say the new “Recovery Plan” is to tackle social and structural challenges in Burkina Faso while boosting investment, strengthening institutions and diversifying the economy.

•The new development program follows Law No. 034-2018/AN of 27 July 2018, which requires Burkina Faso to adopt a national development policy framework every five years outlining its key priorities and goals to build a sovereign, prosperous and thriving nation for the well-being of all Burkinabe people.
The plan is structured around four key priorities:
SECURITY AND SOCIAL COHESION FOR PEACE
The new “Recovery Plan” program will address the country’s insurgency crisis by strengthening military capacity to restore territorial control. Burkina Faso military have restored 69% of Burkina Faso territory in 2023 to 73.5% by late 2025. The goal is to recapture and restore 100% of Burkina Faso territory by 2030.
STATE REFORMS AND GOVERNANCE
The new “Recovery Plan” program will introduce a programme-based budgeting system and stronger public financial management to improve transparency and efficiency, cut corruption and increase domestic revenue mobilization.
HUMAN CAPITAL DEVELOPMENT
The new “Recovery Plan” program will expand investment in healthcare, vocational and youth employment training, and education to build a skilled and “patriotic” Burkinabe workforce.
INFRASTRUCTURE AND ECONOMIC DEVELOPMENT
The new “Recovery Plan” program will improve transport and road networks, social amenities, digital infrastructure to support the local processing of raw materials and goods.
The government hopes the new five-year” Recovery Plan” program will address all these structural constraints and crisis facing Burkina Faso, by boosting investment, strengthening institutions and diversifying economic activity.
