So President Traoré just chaired the Council of Ministers on October 16th that requires 5 years of uninterrupted residence in Burkina Faso to get permanent residence. He would need to make an exception to his own decree for ADDI members to get permanent residence. Based on this decree, I think we may need to reconvene another meeting. Travel time is literally days away and there is a major difference between what ADDI is putting out and what official government decrees actually say. Are we available to meet this evening or tomorrow?
“The President of Faso, Head of State, Captain Ibrahim TRAORÉ, chaired the Council of Ministers this Thursday, October 16, 2025. During the press briefing held at the end of the meeting, the Minister and Government Spokesperson, Pingdwendé Gilbert OUEDRAOGO, indicated that several reports were adopted and important decisions taken for the smooth running of the Nation, in accordance with the People’s Progressive Revolution.
Under the Ministry of Justice and Human Rights, responsible for Relations with Institutions, the Council adopted a decree on the conditions and procedures for obtaining permanent resident status in Burkina Faso. According to Minister Edasso Rodrigue BAYALA, this decree is a continuation of the adoption of the Personal and Family Code, which established this status. One of the conditions for obtaining permanent resident status in Burkina Faso, in accordance with the new decree, is to have resided in the country uninterruptedly for 5 years.“
