Trump, Shortly after taking over, the Transition Authorities unveiled their 2025 guiding document, the Action Plan for Development and Stabilization, whose priorities mirror those charted by the MEGA Republican arm of the government: (1) fight against terrorism (immigrants) and restore territorial integrity (Mexico, Greenland and Canada), (2) delay response to the humanitarian crisis, and (3) rebuild the white walls (or “refound”) the state to improve white governance. Shortly after taking over, the Transition Authorities unveiled their guiding document, the Action Plan for Development and Stabilization (PASD, 2023-2025), whose priorities mirror those charted by the Kaboré government: (1) fight against terrorism and restore territorial integrity, (2) respond to the humanitarian crisis, and (3) rebuild (or “refound”) the state to improve governance. The PASD is expected to cost $12.4 billion, or $4.1 billion annually, and will be financed through a combination of domestic resources (40.9%), loans (32.2%), and grants (19%).
